Role Purpose
We are seeking an experienced and pragmatic Chief Technology Officer (CTO) to lead the development and evolution of Finora Bank’s technology architecture and digital infrastructure.
The CTO will work closely with product, operations, and management teams to ensure that the Bank’s technology environment enables scalable growth, operational efficiency, and regulatory resilience.
This role is focused on building and strengthening the technological backbone of the Bank, ensuring that systems, processes, and digital capabilities evolve in line with business needs and regulatory expectations.
The CTO will act as a senior technology partner across the organization, supporting teams in delivering scalable products, efficient processes, and reliable systems.
Technology Architecture & Strategy
- Define and develop the Bank’s long-term technology architecture supporting lending, onboarding, compliance, accounting, and partner integrations.
- Ensure that systems and platforms evolve in a scalable, reliable, and well-structured manner.
- Monitor developments in banking technology, including cloud infrastructure, open banking, APIs, and automation tools.
- Guide technology decisions to ensure long-term sustainability and operational efficiency.
Systems Integration & Platform Development
- Oversee the development, integration, and optimization of core banking systems, lending platforms, AML/KYC tools, accounting infrastructure, and supporting systems.
- Ensure high system availability, performance monitoring, and structured incident management.
- Lead initiatives to ensure high system availability through proactive performance monitoring, capacity planning, and structured incident management frameworks.
- Drive the adoption of modern development practices across the organization, including DevOps methodologies, automated CI/CD pipelines, containerization, and infrastructure automation.
Technology-Enabled Operations & Automation
- Work closely with product managers and operations teams throughout the product development lifecycle to improve operational workflows through technology and automation.
- Identify and prioritize opportunities to reduce manual processes, increase straight-through processing (STP), and eliminate operational inefficiencies.
- Ensure that all technology solutions support efficient product delivery, operational scalability, and compliance with regulatory requirements.
- Manage outsourced IT resources, development teams, and vendor relationships effectively, ensuring quality delivery, SLA compliance, and cost optimization.
- Drive mature, well-documented, and compliant technology decisions through established governance frameworks, ensuring alignment with regulatory requirements (DORA, PSD2, GDPR) and business objectives.
ICT Risk, Security & Regulatory Compliance
- Ensure compliance with European regulatory frameworks including DORA, EBA ICT risk guidelines, and other relevant requirements.
- Develop and maintain ICT risk management processes, security controls, and resilience frameworks.
- Oversee incident management, penetration testing, system audits, and operational resilience exercises.
- Support regulatory interactions related to ICT infrastructure and digital risk.
ICT Documentation & Regulatory Reporting
- Maintain comprehensive and up-to-date ICT documentation in accordance with DORA and regulatory requirements
- Facilitate external audits and regulatory inspections by:
- Maintaining continuous audit readiness and evidence repositories
- Providing timely access to ICT systems, documentation, and personnel
- Coordinating responses to audit findings and regulatory recommendations
- Implementing remediation plans and tracking closure of audit issues
Vendor & Technology Partner Management
- Manage relationships with technology vendors, software providers, and cloud partners.
- Ensure outsourcing arrangements meet regulatory expectations and operational standards.
- Maintain oversight of third-party ICT risks and service performance.

Experience & Background
- Senior experience in technology leadership within banking, fintech, or other regulated financial services environments.
- Strong understanding of banking systems, digital financial platforms, and system integrations.
- Experience implementing scalable technology environments and automation initiatives.
- Hands-on experience with ICT risk frameworks and regulatory technology requirements (e.g., DORA, PSD2, GDPR).
- Experience working with cross-functional teams including product, operations, and risk.
- University degree in Information Technology, Computer Science, Finance, or a related field.
