We are seeking an experienced and visionary Chief Technology Officer (CTO) to lead the strategic development and execution of the bank’s technology initiatives. The CTO will play a pivotal role in aligning technology strategy with the bank’s business goals, overseeing IT operations, driving innovation, and ensuring full alignment with European regulatory frameworks, particularly those concerning ICT and operational resilience.

What will you be doing?

Technology Strategy & Leadership

  • Define and implement a long-term strategy that aligns with the bank’s strategic objectives.
  • Lead digital transformation programs to enhance customer experiences, streamline operations, and improve product delivery.
  • Monitor trends in banking technology, including open banking, cloud-native solutions, and API ecosystems.

Infrastructure & Systems Management

  • Oversee the development, integration, and scaling of core banking, lending products, AML, KYC/KYB, accounting and other platforms.
  • Ensure robust system uptime, performance monitoring, and incident response processes.
  • Drive adoption of DevOps, infrastructure as code (IaC), and CI/CD practices for improved agility and automation.

Regulatory Compliance & ICT Risk Management

  • Ensure end-to-end compliance with DORA (Digital Operational Resilience Act) and other EU-level digital risk frameworks.
  • Define and maintain ICT risk management policies, controls, and governance procedures across the technology stack.
  • Collaborate with risk, legal, and compliance teams to meet operational resilience obligations—including incident reporting, ICT third-party risk management, and business continuity.
  • Lead the implementation of regular ICT risk assessments, penetration testing, and system audits.
  • Support regulatory inspections and interactions with supervisory authorities regarding digital infrastructure and technology risks.

Vendor & Partner Management

  • Select and manage relationships with external technology vendors and cloud service providers in compliance with DORA and third-party risk guidelines.
  • Ensure contract terms, service levels, and exit strategies meet regulatory and operational requirements.

What will help you succeed?

  • 5+ years of senior technology leadership, ideally within banking, financial services, or highly regulated sectors.
  • In-depth knowledge of banking systems, cloud-native architectures, and integration frameworks.
  • Proven track record implementing ICT risk management programs and ensuring technology compliance with European regulations (e.g., PSD2, GDPR, DORA).
  • Familiarity with EBA Guidelines on ICT and security risk management.
  • Experience with outsourcing risk frameworks and third-party ICT contract oversight.
  • Prior involvement in ICT audits and regulatory interactions with national or EU-level supervisory bodies.
